In Palmer's absence on leave, I write to inform you that no tangible progress has so far been made on the question of liabilities arising out of the destfretion of requisitioned and other ships in Hong Kong in 1941, about which you wrote on the 23rd August. But we are in the course of formuleting certain proposals which we shall be putting to the Treasury quite soon, and I will see that you, together with other interested parties, get a copy of our letter.
